 This white paper presents China’s internet development and governance philosophy, upholding cyber sovereignty, security, and digital cooperation. It advocates a multilateral, democratic, and transparent global internet governance system, opposes cyber hegemony and double standards, and calls for joint efforts to combat cybercrime and build a peaceful, secure, open, and cooperative cyberspace.
