一、【招标项目】 Tender Project
The Tenderee for this proiect of Lanxang Culture Park Project import Clearance Service is Lanxang Culture Park (Hereinafter referred to as “LXCD"or the Tenderee”)二、【招标范围】Scope of Bidding
2024年度进口清关服务预计清关金额和车次自2023年12月1日至2024年12月31日该期限届满后，招标人视情况与中标人续签合同，或重新招标Subject: Import Clearance Service 2024 year LXCD，From December 1,2023 to December 31,2024.After the expiry of this period, the tenderer renews the contract with the successful bidder, as appropriate ,or re-tenders.三、【主要商务条款】Main Commercial Terms
发票按月开具，LXCD收到发票并确认后30日内付款。Invoices are issued on a monthly basis and payment is made within 30 days of receipt and confirmation by LXCD.2.服务要求Service requirement：(1)协助招标人检查、复核拟进口物资所需各类文件和具体要求Assist the tenderee to inspect and review various documents and specific requirements for the materials to be imported.(2)合法依规完成经海运、陆运、空运、铁路进口各类物资的进口清关服务，包括各项税费预代缴，保障货物及时通过海关各项检查。Complete the import customs clearance service of various materials imported by sea, land,air and railway in accordance with laws and regulations , including the prepayment of various taxes and fees, to ensure that the goods pass various customs inspections in a timely manner.(3)及时提供清关服务过程中的各类凭据，供招标人归档。Provide all kinds of vouchers in the process of customs clearance service in a timely manner for the tenderer to archiveActively cooperate with the tenderer to implement and implement various preferential tariff policiesOther consulting services on import-related policies, customs duties, taxes and fees.Other free services that can be provided to tenderers(7)推荐中标候选人的人数:3名:招标方与3名中标候选人签订清关服务合同。对于每批次进口货物，招标方根据自身需求和各中标候选人优势特点，选择其中之一作为该批次进口货物的清关代理Number of recommended winning candidates：3; The tenderer signed customs clearance service contracts with the three winning candidates. For each batch of imported goods, the tendering party selects one of them as the customs clearance agent for the imported goods according to its own needs and the advantages of each winning candidate.(8)如投标人中标后不能履约，则取消其中标资格，并按照评标分数排名自动依次补充中标候选人if the bidder fails to perform after winning the bid. the bidder will be disqualified and the winning candidate will be automatically replaced in order according to the ranking of the bid evaluation score.(9)投标人需在投标书明确服务质量承诺，如正常清关时限等Bidders need to specify service quality commitments in the tender, such as normal customs clearance time limits.四、【投标入围资格】（条件）Qualification For Bidding (Conditions)
【资格要求Qualification】
(1)资质要求: 投标人应为老挝合法注册的公司，具有老挝监管局颁发的清关资质文件，具备独立承担民事责任能力。Qualification requirements: The bidder shall be legally registered in Laos, having the clearance qualification certificate issued by Laos GAC and shall have the ability to independently bear civil liabilities.资金财务状况良好，具有履行合同的能力:没有处于被责令停业，投标资格被取消，财产被接管、冻结，破产状态。Financial requirements: Funds of the Bidder shall be in good financial condition and the Bidder shall have the ability to perform the contract. And the bidder should not in a state of being ordered to suspend business, bidding qualifications are cancelled, property is taken over frozen and bankrupt.(3)业绩要求: 应具有相关清关代理服务业绩，须提供相应业绩证明文件。Performance requirements: Should have relevant customs clearance agency service performance and performance certification documents must be submitted(4)信誉要求: 具有良好的商业信誉，本次招标不接受联合体投标。Reputation requirements: have a good business reputation，This tender shall not accept the consortium bid.五、[投标报名提交审核材料] Submission Of Bid Registration Materials
(1)凡有意参加投标者，请于2023年8月26日15:00前，联系招标人代表索要电子资格预审文件。Anyone who is interested in participating in this Tender, please contact the representative of the purchaser and request the Prequalification documents before 15:00 on August 26 2023.(2)投标人需将如下资格要求文件通过邮件提交给招标人代表。招标文件将通过电子邮件形式投递Bidders shall subit the following qualification on requirements documents to the purchaser's representative by mail .The purchaser's representative will provide bidding documents to all bidders-The bidding documents will be delivered by e-mail.·Company registration documents.·B.财务状况良好声明或上年度经审计公司审计过的财务报表·Statement of good financial status or financial statements audited by an auditing company in the previous year.·Performance description.·The clearance qualification certificate issued by Laos GAC投标人须将以上资质文件需加盖公司公章后再扫描存储为PDF格式，通过邮件发送给招标人代表The Bidder must email the scanned copy in PDF format to purchaser's representative. All these qualification documents should be stamped by the Bidder六、[投标文件的递交】Submission of Tender Documents
(1).投标文件递交的截止时间为2023年9月4日15:00分，投标人应在截止时间前递交投标文件。The deadline for submission of bid documents is 15:00 Sep.4 2023 .Bidders should submit the Bidding documents before the deadline.(2).投标文件交付地点为:本次接受电子投标文件，投标文件加密后在投标截止时间之前发送至招标人邮箱地址。Bidding Document Deliver Place: This Tender shall accept electronic bidding documents. The encrypted bid documents will be sent to the bidder's email all address before the deadline for bidding.Bid documents delivered overdue will be regarded as invalid bids.七、【开标时间、地点】Bid Opening Time and Place
