期刊观察报告|环境地理学术刊物(2025年12月)

本次期刊观察聚焦环境地理学领域三种具有代表性的国际英文期刊：《Global Environmental Change: Human and Policy Dimensions》《Environment and Planning E: Nature and Space》《Progress in Environmental Geography》。共计梳理 32篇最新发布论文，其中 GEC 16篇，EPE 12 篇，PEG 4 篇。整体来看，文献系统展现了当前环境地理学在 气候风险治理与灾害韧性、可持续转型与资源耦合、环境治理与政策评估、多物种政治生态、基础设施与数字化环境代谢，以及环境正义与知识政治 等方面的前沿进展，呈现出议题多样化、理论视角交叉化与方法综合化的特征。

在作者与机构分布方面，32篇论文的作者来自 中国（含港澳台地区）、英国、美国、德国、瑞士、意大利、荷兰、丹麦、澳大利亚、智利、新加坡、以色列、印度、巴基斯坦、南非 等多个国家和地区，跨国合作特征显著。根据对作者署名与单位信息的逐篇核对，来自中国学术机构发表文献共 9篇，分别为第 4、5、6、7、9、13、15、16、27 篇，在本期32篇成果中，来自中国学术机构的发文占比为 28.13%（图1），具体机构和作者信息参见表1。这 9篇论文的研究对象并不局限于中国本土议题，而是以中国机构的研究力量为支点，面向更广阔的全球变化场景展开：例如，基于 2021—2023 年 19 次热带气旋与 2 万余条预警信息，量化多灾种预警对城市人群出行恢复（mobility recovery）的叠加效益，并提出用于刻画“人类流动韧性”的量化指标；在莫桑比克情境下，将桥梁资产暴露、洪水危险度与脆弱性函数联立，评估至 2050 年洪水诱发桥梁失效风险的情景增幅；围绕日本耐用消费品维修（repair）行为，将经济激励与生活方式偏好纳入模型框架，比较不同政策组合的环境收益；针对全球旱作玉米系统，使用作物系统模拟揭示 50 年升温情景下的适应阈值与“从田间到品种”的韧性提升路径；以印巴为对象，采用社会—生态系统视角检验国防开支、清洁能源扩张与金融包容的耦合关系；以及在强震冲击背景下，从城市尺度追踪科学能力变化，识别科研增长与恢复的空间异质性与机制差异；研究视角进一步推向产业与区域治理层面，系统梳理全球磷化工产业园区低碳转型的结构性障碍与可扩散路径；以中国与蒙古为对照，识别草地社会—生态系统的阶段性演化与制度驱动机制。

本期 32 篇环境地理论文围绕多个议题展开，综合可归纳为六个彼此关联的核心主题，反映了环境地理学在全球变化时代对人—地关系的最新理解。

主题一为气候减缓、产业低碳转型与政策工具组合。该主题以 GEC 的宏观政策评估与产业/系统转型研究为主，同时与 PEG 的“环境地理—治理”讨论形成呼应。新增的磷化工产业园区系统综述强调，磷化工的净零转型不仅受制于资源禀赋与碳核算口径差异，也被技术升级成本与政策缺口所牵引；在此语境下，“产业园区”被界定为可以整合产业链协同、技术扩散与政策组合的关键平台，从而将“空间集聚”转化为低碳转型的组织优势。与之互补的还有消费—产业端的政策模拟研究：以日本耐用品维修为例，研究将“维修补贴”与“生产者责任费用（EPR）上调”等价格信号纳入动态一般均衡模型，并嵌入生活方式异质性与维修障碍情景，揭示需求侧政策与行为结构之间并非线性关系——高收入群体的低碳认知强化、低收入群体对价格信号的敏感性，以及维修后能效下降引发的使用阶段排放抵消效应，会共同决定政策净效益的边界。

主题二为气候风险、灾害应对与基础设施韧性。该主题集中体现“复合风险—脆弱性分布—治理工具”的分析链条。一方面，多灾种预警研究以中国城市为样本，基于跨 2021—2023 年 19 次台风过程、超过 2 万条预警信号与超大规模位置数据，构建“受保护韧性指数”，在量化层面识别多层级、多灾种组合预警对减少暴露与加速恢复的叠加效应。另一方面，莫桑比克桥梁风险评估建立“等效洪水重现期”框架，将连续风险分析与桥梁尺度特征纳入国家层面的损失测算，结果显示在高排放情景下 2050 年桥梁失效损失可能显著上升，并将极端重现期事件（500—1000年）对设计规范修订的含义直接推回政策与工程治理。两类研究的共同点在于：它们并未满足于“风险更高”的一般叙述，而是把风险转译成可比较、可排序、可决策的指标体系，从而让适应投入的空间优先级具备了可操作性。

主题三为社会—生态系统（SES）、安全—发展张力与生态承载衡量。这一主题在本期样本中呈现出更明确的数量化路径。以“Guns or Green?”研究为例，作者将清洁能源采用、金融包容与国防开支并置于 SES 框架中，以“生态承载因子（LCF）”表征生态需求与供给的平衡，并对印巴 1990—2022 年数据使用国别 ARDL 识别长期与短期效应差异：清洁能源与金融包容对 LCF 的提升具有稳健性，而国防开支与 GDP 增长则在不同国家中以不同强度削弱生态承载。这里的关键推进并非“把安全议题纳入环境讨论”本身，而在于通过可估计的计量结构，让安全—发展—生态的张力从政治修辞转变为可检验的因果假设。

主题四为农业—生态适应与区域系统治理。以干旱区玉米为代表的作物气候韧性研究，将 AquaCrop 模型与未来 50 年（2030—2079）SSP2-4.5 与 SSP5-8.5 情景相耦合，在“覆膜/不覆膜”与“播期窗口”维度上推演生物量与籽粒产量变化，并进一步引入稳定性与可持续性指标。新增的中蒙草地 SES 对比研究则把“农业生态适应”提升到制度与演化层面：通过分段线性回归识别蒙古草地 SES 的四个阶段，并与中国内蒙古演化逻辑进行对照，指出两地近期阶段均呈现改善趋势，但其动力机制分别更多来自生态保护政策与社区型管理制度的作用。由此，“适应”不再只是技术包或田间管理问题，它同时是制度选择、治理尺度与社会组织能力的结果。

主题五为环境知识生产、公众认知与科学能力扩散。在这一主题下，GEC 的相关研究将“知识”作为环境变化的关键中介变量：一方面，气候传播与信任研究基于 13 国大样本问卷，追问“谁被信任”之外的“为何被信任”，并揭示信任的决定因素更偏向清晰度、价值共享、真诚与对异见的尊重等特征；另一方面，“地震之后城市科学能力跃迁”研究以超过 31 万篇地震相关论文与 1099 次显著地震事件为基础，识别灾害如何推动城市与国家进入新的科学领域，其扩散既发生在相关学科，也可能外溢到看似不相关领域，且与受灾人口规模、历史暴露与既有能力禀赋相关。此类研究把“灾害—知识—能力—政策”的链条显性化，使环境地理学能够更精确地讨论知识生产如何反过来重塑适应与治理能力。

主题六为政治生态、多物种与空间正义的再阐释。EPE 与 PEG 的论文继续以细密的田野、档案与理论推进拓展环境地理学的对象谱系：从殖民孟加拉的卫生劳动与基础设施价值、到干旱区“污水主导河流”的未来水道形态，再到数据中心导致的“口渴森林”与扩张性干旱，研究不断把技术系统重新嵌入权力关系与领土政治；与此同时，围绕生态灭绝（ecocide）的国际司法化、小岛屿国家的政治动员、非法动物生产链条中的多物种亲密与暴力，以及居家蚊虫共栖的“微地缘政治”，都在提示一个共同方向：空间正义的讨论正在从“分配”进一步走向“关系”与“过程”，并在多尺度上追问谁有权定义风险、价值与可治理性。

本期32篇环境地理论文延续了环境地理学跨学科方法传统，在研究方法上呈现出定量模型与质性深描并行、混合方法不断涌现的格局。

在定量方法方面，GEC 论文大量使用情景模拟、空间回归、计量经济模型、作物模型与大数据行为指标等工具：例如，多灾种预警研究以移动数据刻画暴露与恢复过程并构建韧性指数；桥梁风险评估在国家尺度整合桥梁清单与洪水频率推演损失；印巴研究采用国别 ARDL 区分长期与短期效应；跨国信任研究则以多国问卷检验信任来源与信任要素的结构差异；草地 SES 对比研究引入分段线性回归识别制度变迁下的演化阶段。

在质性方法方面，EPE 与 PEG 的大部分论文采用深度访谈、参与式观察、档案研究、话语分析与多物种民族志等技术，强调对地方实践、知识生产与权力关系的细致描绘：无论是殖民基础设施劳动与再现政治，还是数据中心与干旱的资源冲突，都以“过程—关系—争议”为主线展开。

在混合方法方面，少数研究有意识地整合量化与质性手段：例如，南非国有企业治理与可持续报告研究同时使用问卷、文本内容分析与半结构访谈；秘鲁亚马孙研究以空间回归识别社会支出与毁林关系，再用民族志与访谈解释机制；沿海西孟加拉小农韧性路径研究通过模糊认知图谱实现“参与式—准量化”的结构化建模。

综合本期32篇环境地理论文，可以看到若干具有代表性的创新结论。

第一，在灾害韧性与风险治理方面，研究正从“单一预警/单一灾种”的线性框架转向“多层级—多灾种—可度量韧性”的综合评估。以中国台风为例的多灾种预警研究把“暴露降低幅度”与“恢复时长”统一到韧性指标之中，使预警体系的政策价值能够被直接度量并与城市差异相对照；而国家尺度的桥梁风险评估则通过连续风险框架，将极端事件对基础设施脆弱性的意义明确地推回设计规范与适应投资排序。

第二，在产业与消费侧低碳转型方面，研究开始更清晰地刻画“平台型空间”（如产业园区）与“行为异质性”（如生活方式分层）对政策效果的决定性作用。磷化工园区系统综述将园区视为可整合产业链协同、技术扩散与政策组合的“放大器”，而日本维修政策模拟进一步表明：价格信号能否转化为实质减排，取决于维修障碍、群体认知与能效抵消效应等一组常被简化处理的中介机制。

第三，在“安全—生态—发展”张力的可检验化方面，SES 框架与新型生态承载指标正在进入更强的计量解释路径。印巴研究用 LCF 替代单一排放指标，使国防开支、金融包容与清洁能源之间的环境含义具备了可估计结构，也让“绿色转型是否会被安全逻辑抵消”成为可检验命题，而不再停留在价值判断层面。

第四，在区域治理与制度演化方面，比较研究正在把“生态改善”与“制度驱动”更精确地对应起来。中蒙草地 SES 对比显示，两地近期均呈现改善趋势，但其制度来源并不相同：一方更多来自生态保护政策的持续推进，另一方则与社区型治理机制的演化相关。对环境地理学而言，这类研究的价值在于把“治理差异”转译为可追踪、可对比的阶段性结构，从而增强跨区域经验的可迁移性。

基于本期 32 篇文献的综合分析，可以看到环境地理学在未来一段时期内可能沿以下方向继续深化。

趋势一为“风险复合化背景下的韧性可度量化与治理可操作化”。未来研究很可能继续沿着“预警—行为—暴露—恢复”的链条深化，把多源数据与指标体系进一步嵌入城市治理与基础设施投资决策。

趋势二为从“行业低碳”迈向“空间组织与平台治理的净零转型”。产业园区、供应链集聚区与关键基础设施节点将更频繁地被视为政策组合与技术扩散的载体；与之相伴的，是碳核算口径统一、政策工具协同与企业主导转型机制的制度化讨论。

趋势三为“制度演化与跨境生态系统治理”的再上升。中蒙草地 SES 对比提示，生态系统并不因行政边界而分割，其演化却往往被制度边界塑形；在更多跨境或跨区域系统上，比较研究可能成为识别治理杠杆与制度路径依赖的重要方法。

趋势四为方法论上向“强交叉”方向的持续拓展。定量研究正吸纳更多社会行为与制度变量，质性研究也在与更结构化的参与式建模、空间分析形成互补；在这一过程中，环境地理学将更像一门能够同时解释结构、追踪过程并指向治理实践的综合性学科。
