2023年中国—印尼智慧城市科技与投资博览会开幕式当天在印度尼西亚首都雅加达举办。此次博览会的主题是“促进中国与印尼的友谊和数字经济发展，共同建设印尼智慧城市”，来自中国和印尼科技界、金融界、企业界的2000余名嘉宾代表与会。印尼国家投资部长巴利尔·拉哈达利亚，广东省委常委、统战部部长王瑞军出席开幕式并致辞，王理宗会长带队参加并在论坛上发表英文演讲。
王理宗会长表示，发展数字经济已成为全球共识，数字经济打破了传统经济模式中存在的时空限制，降低信息的不对称性和不完善性，推动要素的快速流动，优化和延长产业链、供应链、技术链、市场链、价值链。同时，对推动传统产业的转型升级，提升核心竞争力，促进国际合作意义非常重大。2022年，中国数字经济规模达50.2万亿元，稳居世界第二，同比名义增长10.3%，占GDP比重提升至41.5%，广东省作为中国的经济大省、科技大省、制造业大省， 2022年广东数字贸易进出口额已经达到821亿美元，跨境电商进出口已经达到了6450亿元，同比增长了95%，数字经济规模已经超过5万亿元，在全国居第一位，而数字经济发展的最重要的引擎就是科技创新。
王理宗会长介绍了广东省如何发展数字经济的一些做法和启示。
一、大力推动数字产业化。广东高度重视数字产业集群的建设，特别是信息通讯、超高清显示、软件、信息服务、传感器、人工智能、半导体集成电路、量子信息等产业。
二、大力推动产业数字化。鼓励企业建设各种工业互联网平台，包括行业性、跨行业、区域性、全球性的工业互联网平台。
三、推动数字技术创新。在电子信息、智能制造、新材料、芯片制造等关键技术方面开展技术攻关，建设一批科技技术创新平台，推动制造业协同创新，鼓励企业加大研发投入，支持中小企业走专精特新的发展之路。
四、全面建设数字基础设施。广东大力推动5G网络，数据中心和工业互联网等新型基础设施建设，截至2022年，建成5G基站22.3万座，带动65万家中小企业上云用云，广东数据中心市场规模增速保持在20%以上，数字经济的高新技术企业达2万多家，光纤网接入用户数超4000多万户。
五、全面提升公共服务数字化水平。在政务的服务方面，各级政府正在推进数字服务中心建设，提高线上线下融合水平，在教育、医疗、文化、旅游、养老、住房等方面已全面开启了数字化服务模式，极大地提高了人民群众的办事效率，降低了社会成本。
王理宗会长表示，广东高科技产业商会是中国首家高科技领域的商会，为6000多家科技企业提供服务，其中有上市公司200多家和许多数字经济企业，希望能和印尼的政府和企业长期合作，实现互利双赢。

The development of digital economy has become a global consensus. The digital economy has broken the space-time restrictions existing in the traditional economic model, reduced the asymmetry and imperfection of information, promoted the rapid flow of factors, and optimized and extended the industrial chain, supply chain, technology chain, market chain and value chain. At the same time, it is of great significance to promote the transformation and upgrading of traditional industries, enhance their core competitiveness and promote international cooperation. With big data, artificial intelligence, block chain, mobile communications, Internet of things, quantum technology, a new generation of information technology breakthrough and wide application, digital economy is reconstructing the world economic landscape and industrial structure, the world phase policy, promote the development of digital economy, seize the historic opportunity, especially the developed countries represented by the United States, whether its scale, quality, technology and talent has led the world. In recent years, the Chinese government also attaches great importance to the development of the digital economy, and has continuously strengthened the cooperation with other countries in the world, and has achieved good results. First, vigorously promote digital industrialization
Guangdong attaches great importance to the construction of digital industrial clusters, especially in information and communication, ultra HD display, software, information services, sensors, artificial intelligence, semiconductor integrated circuits, quantum information and other industries. World-class enterprises such as Huawei, ZTE, Tencent and DJI have played a leading and exemplary role in the development of the digital economy. At the same time, it has given full play to the role of leading enterprises, promoted the improvement of industrial chain, supply chain, technology chain and market chain, vigorously promoted the construction of characteristic industrial parks, and built a number of communication, software, semiconductor, artificial intelligence industrial parks.
Second, vigorously promote industrial digitalization
Encourage enterprises to build all kinds of industrial Internet platform, including industry, cross-industry, regional, global industrial Internet platform, promote cloud platform on small and medium-sized enterprises, guide enterprises to digital transformation, the construction of digital services in and out of the base, digital trade public platform, cross-border electricity demonstration area, digital financial platform, create a good environment for the industry digital, pave the way for the industry digital development.

Fourth,the comprehensive construction of digital infrastructure
