时光飞逝，岁月如梭，蓦然回首，新修订的《中华人民共和国进口食品境外生产企业注册管理规定》（海关总署第248号令）正式实施已一年多的时间了。截止5月15日，海关总署的“进口食品境外生产企业注册信息”查询系统显示，可查询注册记录已有82066条。
The newly revised "Regulations of the People's Republic of China on the Registration and Administration of Overseas Manufacturers of Imported Food" (Order No. 248 of the GACC) has been officially implemented for over a year.
As of May 15th, the CIFER query system （https://ciferquery.singlewindow.cn）shows that there are 82066 registration records.
尽管有许多企业已经申请注册成功，但仍然有许多企业还在路上……
Although lots of enterprises succeeded, but many are stilling struggling...
据我们了解，有的企业对流程、材料、细节等不知所措，在操作时遇到了各种各样的问题……
As far as we know, some enterprises have no clear idea about procedure, materials, and technical details, and some have encountered various problems during theregistration process.
二、获得在华注册编号并非“一劳永逸”
2.Registration is not 'once and for all'
境外生产企业获得了在华注册编号，相当于拿到了向中国出口产品的“入场券”，但这并非是“一劳永逸”的事情，以下几种情况，还需要广大境外生产企业和国内进口商们及时准备和处理。
The following situations require timely preparation and handling by overseas food production enterprises and domestic importers.
情况1：【注册有效期满】
有一些注册企业在2023年陆续迎来注册有效期满五年（到期）。按照248号令要求，上述企业要在注册到期前3到6个月就要提交延续申请了。
Situation 1: [Expiration of Registration]
The registration of some enterprises will gradually expire in 2023. According to Order 248, they must submit the application for extension 3 to 6 months before their registration expires.
情况2：【注册信息发生变化】
在注册有效期内，如果进口食品境外生产企业注册信息发生了变化，应当通过注册申请途径，向海关总署提交变更申请。
Situation 2: [Change of registration information]
During the registration validity period, if there is any change in the registration information, the enterprise shall submit an application for modification to GACC through the registration application channel.
情况3：【注册材料不全】
如果以前“老企业”（企业此前在海关进口食品境外生产企业注册系统中并没有真正“注册”过）的注册材料不全面，那么现在看来就不再符合248号令的要求，都需要尽快补正补齐！
Situation 3: [Incomplete registration materials/information]
If the materials/information of the previously registered "old enterprise" in the CIFER system is incomplete, it means it does not meet the requirements of Order 248. The enterprise should make corrections and supplements as soon as possible!
据优顶特研究院统计，2023年上半年，将迎来延续注册的第一个高峰期！特别要强调的是，距离“老企业”补齐注册材料的时间仅剩47天了！！！优顶特研究院在此也提醒涉及企业及时补充材料，提早做足准备，有备无患。否则将可能导致企业状态不正常，从而影响贸易。
According to our statistics, the first half of 2023 is the first peak period for extension! It should be emphasized that there are only 47 days left before the deadline for "old enterprises" to complete their registration materials!!! These enterprises should make sufficient preparations in advance. Otherwise, it may affect their trade with China.
