Preface

农村公路是覆盖范围最广、服务人口最多、公益性最强的交通基础设施，是农村地区最主要甚至是唯一的交通方式，对于服务农民出行、增进民生福祉、改善人居环境、促进农业农村现代化具有重要作用。

China's non-profit making rural roads constitute (v.组成) the most extensive (adj.巨大的) component(n.元件) of transport infrastructure and serve a significant majority of the population. They are the primary, if not the sole (adj.唯一的) transport channel in rural areas, and play a critical role in assisting the rural population in their travels, improving their wellbeing (n.福利) and living environment, and advancing the modernization of agriculture and rural areas. 

今年是新中国成立75周年。中国幅员辽阔，地形复杂，人口众多，自然条件、资源禀赋、区域发展差异较大。中国共产党团结带领中国人民白手起家、艰苦创业，坚持政府主导、以人为本、改革创新、因地制宜，着力破解制约经济社会发展的交通瓶颈，推动农村公路实现了从“走得了”到“走得好”的持续发展。

This year marks the 75th anniversary of the founding of the People's Republic of China (PRC). China is a vast country with diverse terrains (n.地形) and a large population; its natural conditions, resources and development levels vary considerably(adv.很大程度上) across regions. The Communist Party of China (CPC) has united and led the Chinese people in starting from scratch (n.抓痕,擦伤) to build accessible, and ultimately good-quality rural roads through immense (adj.巨大的) hard work. Throughout this process, the government has played a leading role while prioritizing (v.区分优先次序) the wellbeing of the people and implementing (v.贯彻，执行) reform and innovative measures that consider local conditions, effectively addressing transport bottlenecks that had impeded (v.阻碍) China's economic and social growth.

中共十八大以来，中国农村公路进入崭新发展阶段。在习近平总书记“进一步把农村公路建好、管好、护好、运营好”重要指示的指引下，通过创新体制、完善政策，系统谋划、精准施策，持续推动农村公路高质量发展，农村公路的覆盖范围、通达深度、管养水平、服务能力、安全韧性显著提高。条条大道连接中国万里河山，阡陌交通托起百姓致富梦想，中国走出了一条符合国情的农村公路发展道路，也为全球减贫事业发展贡献了中国智慧、中国方案。

The development of rural roads in China has entered a new stage since the 18th CPC National Congress (党的十八大) in 2012. Guided by President Xi Jinping's instructions to further strengthen the construction, management, maintenance(n. 维持; 维护; 保养; 维修) and operation (n. 操作, 运营) of roads in rural areas, China has continued to drive high-quality development of rural roads through institutional innovation, better policies, systematic planning and targeted policy implementation. This has led to significant improvements in the coverage, accessibility, maintenance, services, safety, and resilience (n. 弹回; 弹性; 恢复力；适应力;此处意指韧性) of rural roads. While broad highways connect mountains and rivers over this vast land, rural roads buttress common people's dream of prosperity. China has explored an approach to developing rural roads in light of 鉴于its realities, contributing Chinese wisdom and solutions to global poverty reduction.

The Chinese government is publishing this white paper to introduce the achievements and visionof rural road development in the new era and to share China's experience.
